The quality of education in Fort Bend County, Texas has long been a driving force to attract families to the area. As one of the fastest growing counties in the nation, Fort Bend also is home to an outstanding K-12 public education system.
Fort Bend Independent School District (FBISD) is Texas’ seventh largest and one of the most diverse in the nation. Working and learning with families who speak more than 90 languages, the schools work together with students, their families and the community to address each student’s unique needs.
Star Service, Inc.’s relationship with FBISD is a prime example of how Star’s experience and expertise can be a huge benefit to our customers. Although this particular relationship is outside of Star’s most common scope of work (full-service, comprehensive maintenance plans), it demonstrates Star’s versatility of service.
It also shows Star’s commitment to doing what is best for our customers and how we build strong long lasting partnerships.
After outsourcing their HVAC services for 20 years, FBISD's facilities management made the decision to bring all of their HVAC in-house during the 2011-2012 school year. During this transition, FBISD recognized that they would still need assistance from HVAC vendors and created a three-year transition plan.
The board-approved plan allowed FBISD to enter into contracts with HVAC vendors while they simultaneously began to build their own HVAC department.
The first year would include three HVAC vendors; the second year would include two HVAC vendors; and the third year would include only one. The vendors’ responsibility was to provide manpower and expertise and to work directly with FBISD’s management and dispatcher.
Star Service, Inc. of Houston was awarded one of the three contracts in 2012 (year 1). Because Star’s core business philosophy is focused on top-notch preventive maintenance, we were able to bring considerable expertise and value to FBISD’s program immediately.
Star provided FBISD with four well trained technicians, plus a fully equipped truck. The Star team worked directly with school district personnel. Additionally, Star provided training for newly hired FBISD HVAC technicians with quarterly safety classes for everyone in the district (including other vendors) which was Star’s way of showing commitment to the partnership. Star also provided additional man power and expertise on an as-needed basis for project work and emergency response situations. A few examples of this are:
- RTU replacement project – Changed out 7 RTU’s at various campuses.
- Chiller Re-build project – Rebuild of a water cooled chiller in the district.
- Chilled water valve change-out - Change out of chilled water valves at several locations throughout the district.
As a result of the value Star brought to FBISD’s program, Star was selected as one of the two vendors awarded contracts in 2013 (2nd year) and ultimately the only vendor awarded a contract in 2014.
At the end of the original three-year period, FBISD realized that they were not in a position to fully transition to completely in-house HVAC services. Star was awarded another contract in 2015 and we are already in talks to extend the contract for 2016.
Star provides FBISD anywhere from three to seven highly trained technicians (depending on FBISD’s needs) throughout the year, as well as, additional support for special projects and needs. This is just an example of how Star Service, Inc. is able to assist our customers with quality customizable services and how we build strong, long lasting partnerships.
